Can likely duplicate the existing sadb_populate.sql, at least for testing.

Current State: Curl throwing error 400 for TM/AOS, not sure why. Table switch not working (TC/TM/AOS) in MDB SA Int. Next Steps: Create TM/AOS Test SAs in MariaDB to better test functionality. Investigate curl errors.

TC Process through KMC is returning ERROR 400. TM/AOS Apply/Process seem to be working.
