Implement a script to generate COSMOS text file artifacts from the EDS files.
This also changes all the previously-implemented artifact generation scripts to put their respective artifacts in a subdirectory, because the top level dir was getting cluttered.

Testing performed
Compare cosmos DB generated files to hand-written versions (CF app had cosmos DB files)
Expected behavior changes
New artifacts from EDS
