Tried on a 1deg by 1deg box as well... sad, as it's likely on their end.

This remains an issue for me, but when downloading from the Bangkok server it is not. It appears they've restricted a range of IP addresses in Cambodia due to mass downloading. Closing the issue as it's not relevant to anyone else.
