Software frame and LCTS (issue #146) #147

Added support for independently setting the Trick software frame, Least Common Time Step and Lookahead times for SpaceFOM (issue #146) with some constraints.

Also included the updated to the S_hla.mk file to support the new Pitch RTI include path directory structure.
