Sending Commands from Python #282

In light of #150, is there any way to do this from Python? It is also said that the program does not have active funding, is there a way that we can crowdfund it? Thanks.

FYI if you're still interested, see #295 for a tiny patch that got sendCOMM working for me in Python 3 - didn't have to rebuild the plugin or anything as most of the work was already done by others.
