Need to set BPLIB_COMMON_PROPERTIES for all builds #147

If the variable BPLIB_COMMON_PROPERTIES is left unset entirely, this confuses future calls to set_target_properties. Even in builds where the default properties are used, this still needs to be set to something non-empty.
