Fix #243, add ability to set CLA IP address in bpcat #244

Describe the contribution Adds command line options for local and remote CLA IP address and port numbers.

Fixes #243

Testing performed Transfer files using bpcat and confirm correct IP addresses used

Expected behavior changes Can now specify the IP address for CLAs

System(s) tested on Debian

Closing this PR. Will replace with a new PR that fixes both this issue along with #247.
