have an option to set the timestamp in CFE_SB_SendMsg #218

Whether it be a compile-time option, a different function, or a parameter, it would be useful for specific timing testing to have telemetry messages timestamped by the SB code at the time the message is sent, rather than when the app calls SetMsgTime or TimestampMsg().
