capturing unit test failures and logging them to S3 retrieving and doing some basic analysis using a local script to better understand errors as they happen

Changes

• test:ci added to packages throughout cumulus to be run in ci and hold onto an error report on failure
• post test script aded to unit-tests.sh to detect lingering error reports and push them up to s3
• script runnable locally in scripts/unit-error-analysis which collects and displays failures in simple form, with S3 keys to allow further analysis
