Summary: Summary of changes

Backports CUMULUS-3591 to 18.2.x. This ticket was issued in a separate PR because there were numerous merge conflicts related to not also pulling in all of the AWS SDK v3 syntax changes. I manually updated the new createSnsTopic function to use the old syntax.

Addresses CUMULUS-3738: Backport Ticket for 18.2.2

Changes

This PR is targeting pp/CUMULUS-3738-backport-18.2.2 because that was the initial branch for all of these back ports. If that gets merged first this PR will be update to the release-18.2.x branch - otherwise if this gets approved first it can be merged down.
