This PR should be very similar to the https://github.com/nasa/cumulus/pull/3686 PR but with the addition of https://github.com/nasa/cumulus/pull/3689.

I took main from https://github.com/nasa/cumulus/commit/77fc4726884a8fae131b10b48df1c47baa9bcce2 which is where the original 18.3.0 was first branched. The goal was to make this release identical to what we wanted 18.3.0 to be just with the fix for our aws-sdk/v20 work and updated Docker images.
