Update TLEs for UVEX and ULTRASAT

• Use VELA-1 for UVEX. It is one of only a handful of satellites ever launched into a super-geosynchronous highly elliptical orbit comparable to what is being considered for UVEX. Also, its historical significance and relevance to UVEX is aesthetically pleasing.

• Use GOES-17 for ULTRASAT. Previously we were using an unidentifed military satellite ("UFO 2") which had an unnecessary level of intrigue.
