Add CPLEX installation details for HPC resources #90

This PR adds details to the documentation for academic users installing CPLEX onto an HPC like SDSC Expanse.

Hey @bfhealy, thanks for the PR. Would you please contribute it to https://github.com/m4opt/m4opt under https://github.com/m4opt/m4opt/blob/main/docs/solvers.rst instead?

I am trying to gradually migrate most of the code here over to that repository, but on top of that it's very hard to accept contributions into this project due to how it is licensed (see, for example, https://github.com/nasa/radbelt/issues/47#issuecomment-1769542636); the m4opt repository does not have that limitation.
