Change Description

Accounts for changes that happened to core that required changes in a topology definition; see https://github.com/fprime-community/fprime-workshop-led-blinker/compare/main...devel or https://github.com/fprime-community/fprime-tutorial-hello-world/compare/main...devel

Also removing deprecated fprime-util new --project

Future Work

We really ought to implement https://github.com/nasa/fprime/issues/2387 to confirm in CI that we don't miss out on those
