Change Description

Pulls Command ports into an interface.

Created Fw/Interfaces/CommandInterface.fppi which contains the Command ports
Removed the Command ports from Ref/SignalGen/SignalGen.fpp, replacing it with the interface

Rationale

Resolves Create Command Interface #2586
