Just need to do the same thing that we've done for Compressed CSLCs. https://github.com/nasa/opera-sds-pcm/issues/982 https://github.com/nasa/opera-sds-pcm/issues/952

We will not need this feature if we don't perform forward or re-processing. This feature does not apply for historical processing because historical processing stores the c-cslc dependency state elsewhere
