Describe the task

Ticket to track integration of DISP-S1 PGE v3.0.0-rc.4.2 with OPERA PCM.

This release incorporates the DISP-S1 SAS v0.4.5 point release for CalVal and adds formal support for usage of the "algorithm parameters override" config, along with several bug fixes to the SAS.
