[Bug]: native-id queries with low coverage targets not evaluating ambiguous burst sets #788

Yes - I've already checked

Describe the bug

When querying for MS_159_180 and MS_160_1 bursts at low coverage target, bursts were only evaluating against 159_180 rather than both.

What did you expect?

I expected bursts to be evaluated against both set IDs
