Purpose

This branch integrates the DSWx-NI PGE v4.0.0-er.1.0 with PCM
For the current integration, the DSWx-NI PGE can be triggered as an on-demand job from Tosca
The on-demand version of the job will download a set of "golden" inputs from S3
Both simulation and real modes are supported

Testing
Branch has been tested on a development cluster, in both real and simulated mode.
