DSWx-NI PGE Engineering Release 2.0 integration

Purpose

• This branch integrates the DSWx-NI PGE v4.0.0-er.2.0 into OPERA PCM.

Proposed Changes

• This version adds support for generation of the iso.xml output product and application of file naming conventions for ancillary output products

Issues

• Resolves #907

Testing

• This branch has been tested on a dev cluster via the on-demand Tosca job for DSWx-NI. Both real and simulation mode have been tested.
