The CSLC query job now dynamically checks for c-cslc satiety. If not satisfied, the download job is entered into an ES index which is periodically evaluated by submit_pending_job job.

Tested with various historical and forward processing scenarios

There are few more changes I want to make here. Will convert back from draft in near future.
