Describe the feature request

opera-disp-s1-consistent-burst-ids-with-datetimes.json is a central ancillary file in the DISP-S1 processing workflow. It was generated by ADT in Sept 2023. Since then, we've had another year of processing CSLC data in OPS and will continue to do so.

Create a cli tool that takes in an existing json file and updates the sensing_time_list field for every frame based on data returned from CMR. All the dates in sensing_time_list are the acquisition datetime of the first burst for that frame in the acquisition cycle that contains all bursts according to burst_id_list of the frame.
