Describe the feature request

ECMWF file for each k- date (the earliest) must exist before the DISP-S1 SCIFLO can run. Therefore triggering logic should evaluate whether all ECMWF files exist before submitting the download job. If not, it should add the job into a pending state, in a similar way it works for Compress CSLC satiety check.

This ticket is no longer relevant. We no longer use ECMWF data in DISP-S1 processing pipeline.
