328 pylint and flake8 cleanup #368

Description

Issue 328 clean up code base on flake8 and Pycharm inputs
Waiting for DISP-S1 iso-metadata ticket to be merged.
image_utils.py was at 89% coverage, but with the new code factoring ticket, we should wait before adding unit tests

New ticket (not yet written) to factor metadata_utils and image_utils

Testing

All unit test pass.
