Release 2.1.1 for the R2 PGEs (CSLC-S1 and RTC-S1)

This release incorporates release v6.4 of the CSLC-S1 SAS and v5.2 of the RTC-S1 SAS.

This release also removes the PGE capability to inject the static layers access URL into RTC-S1 products, as this was breaking the COG format for GeoTIFF output products. Formation of the static layers access URL is now handled by the SAS itself in this release.
