DISP-S1 Integration Test Refactor #445

Description

This branch applies the on-going integration test framework refactor to DISP-S1. The DISP-S1 integration test now occurs within the container as the "quality assurance" portion of PGE execution
Additionally, the integration test itself has been updated to run the DISP-S1 SAS in both the "forward" and "historical" processing modes

Resolves #443

Testing

New integration test has been tested locally on opera-dev-pge, as well as within the Jenkins int test pipeline
