Refactor code accommodating old urllib package structure
Add CI testing for Python 3.8 through 3.12
Automate updating GitHub Actions versions
Fix all flake8 warnings

@frankinspace, I don't know what that last build step is waiting for. Is there some sort of manual approval pending that is not visible to me?

@chuckwondo I had the branch protection rule for develop set to require the 'build' status check to pass; but since this PR changed the status checks to be version-specific it was not passing that last check. I've updated the protection rule so it looks to be working now.

This is a great cleanup, thank you!
