Remove CCSDS_CommandPacket_t references #4

Replace references of CCSDS_CommandPacket_t to CFE_SB_CmdHdr_t. This prevents the skeleton_app to compile in the latest cFS.

See issue Remove references to "CCSDS" structures outside of CFE SB.
