Expand upon existing guidance on restricted information given in data and software sections. Add more background on the restrictions that generate exceptions to information sharing (e.g. ITAR, EAR, HIPAA).

Suggestions for risk-mitigating options for sharing data and software, in instances where a full restriction on sharing is not clear-cut. Case studies / examples of risk-mitigating options. Frame this as: What are considerations for how to share maximally? Rather than: What are some ways to get out of sharing data?
