Add resource to "Generalist Repositories" #22

Add this USDA list of data repos to the Generalist Repositories section of the OSS Guidance.

May want to add reference to 'Desirable Characteristics' document / the version included in SPD-41a. Recommendation to consider the desirable characteristics and ensure that they are met, to the extent practicable, when selecting a repository -- may be especially relevant if researchers are considering repositories not already on our suggested list.
