Update from FTP to SFTP #48

Per most NASA IT Security directives nowadays, there is no more FTP access to NASA data, only SFTP. I may be wrong, but worth reviewing.

This isn't exactly correct. FTP with TLS is allowed and still provided by SPDF and other archives; this is often referred to as FTPS. SFTP on the other hand is a file transfer protocol over SSH and requires SSH logins (no anonymous access). So the term should be "FTPS" or just "FTP" in the doc. Similar to how HTTP is the web protocol that can have TLS-based HTTPS for secure communication, FTP is the file transfer protocol with TLS-based FTPS for secure communication. https://en.wikipedia.org/wiki/FTPS
