  1. Added to description for fet/fet latency/SensorList to identify which elements are required for crewed vs. UA.
  2. Changed description for "scenario" to match what we have been using for metaData to date.
  3. Added description for remote-id for Nick (used to identify when a ground-based remote ID has occurred).

@bmcook1 Adding list of elements required for crewed and UA to fet and SensorList is good. fet latency model does not need to follow the same grouping guideline, this model could use a subset of the elements which are used to report latency for either crewed or UA.
