Add files needed for Tigray paper #373

For the Tigray paper I am planning the following for posting the datasets and code: [this PR] Change area notebook: crop-mask github [already on crop-mask] Annual area notebook: crop-mask github [this PR] Reference data samples: crop-mask github under data/shapefiles (this allows it to be read directly from the notebooks)

Validation and test data: shapefiles on Harvest Data Portal
2020 and 2021 maps + change map: geotiffs on Harvest Data Portal

Looks good! For future, might make more sense to put the notebook in maps/Ethiopia_Tigray along with intercomparisons for both years.
