We already have the "Sign Up" page, however, it needs to be fixed.

ensure that header and footer are rendering on page
make it mobile-friendly / responsive
ensure that the image on the left is taking up the correct amount of space according to the design
update sign up / sign in component so that it conditionally renders sign up vs sign in. There will be only one page to be routed to for this.
make sure buttons have hover effects
