Add a CONTRIBUTING.md in the root of project to list out detailed instructions on how to contribute to the project #43

This file should have these instructions

  1. How to contribute to the project with instructions about cloning and running the project in local
  2. If any other instructions first time contributor needs to follow like craeting their own env config files.
