Allow users to toggle vector visualisation layers #12

There should be a section that allows users to toggle the visibility of vector layers like:

[ ] Outline of boundary (country, admin, hydrosheds) vectors WITHOUT turning the underlying data off.
[ ] Rivers vector
[x] Marine vector layers
[x] Landuse
[x] Population

I think everything is done here except for allowing users to toggle basemap boundaries. Do we want users to be able to toggle the scale boundaries (country, admin, hydrosheds)?

I think we determined that anything beyond what is done could be for future enhancements.
