Users have experienced some flaky behavior related to the drawing tool.

After interacting with the map, select the drawing tool and try to create a polygon. Double clicking to end drawing doesn't work
After interacting with the map, and drawing a custom polygon the highlighted hydrobasins do not return stats.

It was just making the polygon without changing the highlighting/scaling or anything

This makes me wonder if we should disable the drawing tool unless Local scale is selected.

I just spent 5-10 minutes trying to recreate these issues but had no luck.

@lmandle was going to take some time in the future to see if she can better reproduce what she was experiencing.
