Consider updating global data layers #142

Becky, Rich and team have updated global data layers here: https://www.biorxiv.org/content/10.1101/2020.11.08.361014v2.full as of Dec 2021. This fixes a bug in routing of the Nile and improves handling of downstream beneficiaries. If we add any of the latest layers, then we should be sure to attribute to Spring, and, with their permission, add the Spring logo to the viewer since this work was done post-Rich's NatCap time.

@dcdenu4 Is there some tag I should give this to mark it as a "future improvement" for when there is time and funding? Or consider this note the tag :D
