Publish the web app via Google Cloud or Amazon #18

We want to run a node application on one of these cloud services and be able to set up an address for it.

Currently using Google Cloud Run and Docker to build and deploy the application publicly. We'll want to see if we can move this to an Amazon service in the future as well as getting a nicer URL to use through the Stanford website.

Closing this and making a new issue to look into hosting it on Amazon or Microsoft Cloud. Something non-Google.
