I'm just now realizing that we don't explain anywhere what's going on with the (often large) NoData areas in the service maps. Should we add something to the Metric part of the service info pop-ups? Something like "areas in gray are not providing a service to the modeled beneficiaries"? For the future (probably not now), perhaps consider showing the NoData color in the legend with a label of something like "no service"?
