biophysical tables for San Antonio, TX #109

For Carbon and Urban Cooling, we need to update biophysical tables with parameters that are relevant to San Antonio. This is important because we will likely start sharing some screenshots/results with people there, so those results should be reasonably accurate.

UCM model params are okay as-is

We're not doing this. We will replace with new parameters when the new integrated landcover is ready
