biophysical parameters for all regions of the US #112

We have tables that include biophysical parameters by "Bioregion", but all the values in those tables are placeholders for now. So this issue is about parameterization.

This is lower priority than #109 and may or may not be done in the context of the current NASA grant.

on hold until #82 and probably on hold after that too, as it may simply be out of scope for the current funding.
