biophysical parameters to go with integrated LULC #121

@chrisnootenboom and @ericlonsdorf are working on initial parameter values. We can focus first on the 3 models listed as priority in #119 . They are Carbon, UCM, & Nature Access.

We discussed that this we will be an iterative process. Right now we have placeholder tables that we can engineer around, and run models. The next iteration will have "expert-opinion" values from Eric & Chris. And further iterations will improve those values based on more literature review, etc.

Since we expect to update these parameter tables at least a few times, we should think about the workflow for incorporating new tables and try to reduce the number of manual steps involved. Perhaps the tables themselves should be tracked here in the repo, for example. It seems nice to have them version-controlled anyway.

This is done. The last couple of times Chris updated the LULC raster, it came with a complete set of biophysical tables for UNA, UCM, and Carbon models.
