This PR adds,

a few basemaps from mapbox
a layers control panel for the map
integration of the wallpapering tool into the scenario "Create" form
a LULC raster for the map

This fixes #6 and fixes #15

@davemfish I had a few suggestions and question about the LULC map coloring.
