Refactor study area & parcel database and frontend #74
@dcdenu4 it would be great to get your feedback on the sql_app changes. Do not review the frontend changes at this point, except maybe requests.js. The react frontend is a work in progress. Although the components that create study areas & add/remove parcels are working well.
