This PR fixes #41.

[x] move frontend/src/landuseCodes.js -> /appdata/NLCD_2016.lulcdata.json
[x] remove worker job raster_classnames from worker.py
[x] update worker.py to use /appdata/NLCD_2016.lulcdata.json

Also some UI enhancements to highlight a parcel on the map when the user hovers of its row in the study area table.
