`--ntasks-per-node` is broken on 23.02 #83

It seems likely that we need to integrate SchedMD/slurm@f1b121441cac71486f827af8994d95144d6c6b5f to somewhere in here.

Things also seem to get strange when using --mem-per-cpu, even when min_cpus is set properly, but I need to do more testing here.
