Error on loading NuGet package #269

Hi, in the plug project, I installed Google.Protobuff package. When I run the host project I get an error: Could not load file or assembly 'Google.Protobuf, Version=3.21.12.0, Culture=neutral, PublicKeyToken=a7d26565bac4d604'. An operation is not legal in the current state. (0x80131509)

What wrong am I doing?
