"Courses" link should go to a Observatory page #89

Instead of "Courses" linking directly to the OSSP wiki, I think we should give some context from within Observatory.

"Open Source Software Practices" is an official RPI course made possible and funded by the Rensselaer Center for Open Source. It is taught by industry experts... etc. Please click HERE for the official course Wiki."

(maybe some of this text can be copied from the wiki pages)
