[Level 10 Feature] Ability to trigger Room 23 video to another user

This would allow level 11 users to choose a user and trigger the Room 23 video. It will pop up over the screen and start playing the video. The user will be required to watch the entire video. Reloading the page in the middle of the video will cause it to pop up again (like lockdowns).

Rules:

• Can only use it on users at the same or higher level
• Can only be used once every 12 hours
• Cannot be triggered if the timer is at 15 minutes or less
• Cannot use it on guests

I'm cool with the idea. Though I disagree with the idea of making it only usable against users of a lower level than yourself as then it can become a bullying feature, or take us down the road to it, which has been a big problem on similar sites.
